Mr. Bilms is a career Department of Defense employee serving in the Office of the Secretary of Defense and a nonresident fellow of U.S. Special Operations Command’s Joint Special Operations University and the Irregular Warfare Initiative, a joint forum between the Modern War Institute at West Point and Princeton University’s Empirical Studies of Conflict project.
