Captain Rizer is an intelligence officer currently attending Expeditionary Warfare School at Quantico, Virginia. He previously served with Battlespace Surveillance Company, 3d Intelligence Battalion in Okinawa, Japan, where the company experimented with program-of-record and commercial-off-the-shelf sensors in maritime and expeditionary environments.
